The European Commission believes it is necessary to have a consolidated corporate tax base for the EU-wide activities, in order to achieve the goals set by the Lisbon European Council and become the most competitive economy by 2010. However the European Trade Union Confederation believes that this is not the way to go, as rather than addressing differences in tax base, the EU should focus on tax rates, which are leaving an impact on the labour market.
