Barroso wants to replace UK budget rebate with lump sum

EU Commission President Jose Barroso wants to replace Britain's 1984-EU budget rebate with an up-front lump sum of of €25.2 billion from 2014-2020. In an article in The Sunday Times he wrote "almost nobody" understands the current system and it is time to "go back to the original principles".
