New saftey rules for off-shore drilling

Euro-deputies and member states agreed Thursday to tighten safety regulations on off-shore drilling and gas operations. No license will be granted unless operators can demonstrate that "adequate provision has been or will be made to cover liabilities." The provisional agreement will go to a parliament plenary vote in May.
