EU ministers play down Swiss migrant vote

Several EU foreign ministers said in Brussels Monday they "regret" the Swiss vote to cap EU migrants, but noted it is too early to say how it will impact relations. "We'll have to see what legislation arises from it in Switzerland before we can discuss practicalities," Ireland's Eamon Gilmore said.
