According to the Latvian Constitution (amended in May 2003), a referendum should take place if the conditions for Latvia’s EU membership "change significantly".

But Latvian president Vaira Vike-Freiberga said on 1 October 2003 that she sees no need to organise a referendum on the EU Constitution as it would not fundamentally change the content of Accession Treaty - which outlined her country’s membership conditions.

Latvia changes its constitution to enter the EU

The Baltic State has made amendments to its Constitution in order to enable the country to hold a referendum on EU membership and enter the European block - with this it has removed a serious judicial obstacle to joining the EU.
