Speaking to journalists at the Thessaloniki Summit, French president Jacques Chirac indicated that he could accept a referendum on the constitution.
"I am logically in favour of a referendum. It would be the only legitimate way - but it is not a thing I alone can decide here tonight, it requires political negotiations.
At the moment Denmark and Ireland are the only countries definitely going to have a referendum on the new EU treaty.
