Financial transaction tax proposal next week, says Barroso

The EU Commission will table a draft bill for a financial transaction tax next week, said its chief Barroso. Eleven countries decided to move ahead in absence of a deal at 27. Ideas vary on how to use the money: France is for training youth, Germany for a eurozone budget.
