Majority of EU summit bilaterals concluded

EU council president Herman Van Rompuy is almost through a marathon set of 28 bilateral meetings with all EU state leaders as well as incoming member Croatia over the EU budget. Van Rompuy still has to meet eight leaders including France's Hollande and Germany's Merkel. The summit begins 8pm.
