Poorer farmers to get at least 196 euro per hectare

Farmers in poorer members states receiving less than their counterparts in France or Germany are set to gradually receive more, with direct EU payments set to reach minimum €196 per hectare by 2020. The top-up will be financed by richer member states from 2015 on, according to draft summit conclusions.
