EU hits back at credit downgrade

EU economic affairs commissioner Olli Rehn Friday hit back at ratings agency S&P for lowering the Union's credit rating. He said the Union should be "essentially assessed on its own merits" due to EU treaty obligations for member states to "always balance the EU budget," even in times of crisis.
