Eurozone debt fund and eurobills unlikely without treaty change

Plans to mutualise eurozone debt and introduce eurobills are unlikely without treaty change, a European Commission report published Monday says. "We have virtually exhausted the options under the current Treaty," said economics commissioner Olli Rehn. A limited debt redemption fund could be established through another intergovernmental treaty, the report notes.
