EU to expand Russia blacklist, send police experts to Ukraine

EU foreign ministers in Luxembourg Monday agreed to blacklist more Russians over the recent escalation in eastern Ukraine and to begin preparations for an EU police training mission in the country. Foreign affairs chief Catherine Ashton said "we are putting together such a list now".
