Technical witness tells EP diesel cheating not necessary

Car manufacturers do not need to cheat to achieve pollution limits, witness Richard Smokers of Dutch research institute TNO told the European Parliament's dieselgate inquiry committee Tuesday. "The technology exists." He also questioned car companies' claim that the emissions control system should be sometimes switched off to protect the engine.
