EU takes soft line on budget busters

France is expected to meet EU budget rules next year, with a deficit of 2.9 percent, based on the European Commission's assessment of its draft 2017 budget. It said Italy was at risk of non-compliance, but that its earthquake and refugee-related costs would be "taken into account" by the Commission when deciding on sanctions. It also said it would not fine Portugal and Spain for breaking budget rules.
