EU states sign military cooperation pact

Twenty-three EU member states signed an agreement on Monday to set up a so-called 'Permanent Structured Cooperation' in order to deepen military cooperation, such as creating joint reaction forces or the purchase of military equipment. Five countries - Denmark, Ireland, Malta, Portugal and the UK - have not joined the project.
