Catalan parliament postpones vote for new president

The speaker of the Catalan parliament Roger Torrent postponed Tuesday morning the debate and vote planned for the afternoon to elect a new president of the government. Carles Puigdemont, the exiled former leader, is the sole candidate but Spanish judges have said he would risk being arrested if he went back to Spain. Torrent said it was not up to Madrid to "decide who should be [Catalan] president"
