Dublin has been embarrassed by a revelation that German MPs saw draft budget plans for 2012 before Irish deputies, following a visit by PM Kenny to Berlin on Wednesday. The German finance ministry admitted sending troika papers to the parliament's budget committee, a new obligation following a recent court ruling.
