Agreement nears on budget issues in Constitution

A long-standing dispute between the European Parliament and EU member states over who should have the final say over the EU's budget in the new Constitution looks to be drawing to a close following a meeting of EU foreign ministers in Brussels.

A proposal circulated by the Irish Presidency on Monday morning (24 May) received a "general welcome", according to Irish foreign minister Brian Cowen.
