Poland has upheld its veto on the EU's "common position" on a new EU-Russia treaty, jeopardising the possibility of launching negotiations on the new pact at the EU-Russia summit on 24 November.
"We upheld our position at COREPER [a 15 November meeting of EU ambassadors in Brussels]," a Polish official told EUobserver. "There is no progress in work on the [negotiating] mandate."
