Finnish prime minister Matti Vanhanen is flying to Warsaw on Friday (17 November) for a working dinner with prime minister Jaroslaw Kaczynski to try and break the deadlock on the EU-Russia summit.
The sudden visit comes after Poland vetoed the launch of EU-Russia talks on a new post-2007 strategic partnership treaty, saying the EU must ask Russia to ratify the 1991 Energy Charter Treaty (ECT) on market access and help Poland break a Russian embargo on Polish food exports.
