The lugubrious face of Herr Frank-Walter Steinmeier, the German foreign minister, stares out of all the papers like someone who is about to play Father Christmas at a children's party, but has forgotten the presents.

Leastways, he knows where the presents might be, but he is uncertain about how to retrieve them. He therefore needs to explain tactfully to the expectant children that although their expectations of receiving are high, they may have to settle for less than they anticipated ...
