Lithuania fears delayed entry into Schengen

Lithuania fears that the issue on Kaliningrad may delay its full participation in the Schengen border agreement, and maintains that it will not introduce the Facilitated Transit Document,serving the same purpose as a multi-entry visa, for Russian citizens if all the other EU states do not do the same.
