EU leaders gathered in Paris Tuesday (12 November) for a second summit devoted to the EU's record youth unemployment but the meeting only served to highlight the lack of new initiatives.
As the top politicians went into the meeting, just six member states had submitted plans to implement a scheme that would guarantee young people (16-24 year olds) training or a job within four months of leaving education or becoming unemployed.
