European Commission to propose 6.8% budget increase

European Commission officials will Wednesday propose to increase the EU budget for 2013 by 6.8 percent, or €138bn. The Commission argues the extra money is needed to help pay for research and infrastructure programmes, but is likely to be accused of double standards as it demands austerity from member states.
