Report: EU budget plans may exclude Britain

EU officials are looking at the legal possibilities to agree a seven-year budget without Britain, given that PM Cameron has not backed down from his threat to veto any deal that does not foresee a spending freeze, the FT reports. The move may be just a negotiating tactic, however.
