France has highest social welfare spending in EU

France - at 33.8% of GDP - spends the most on social welfare in the EU, new Eurostat figures show. It is followed by Denmark (33.3%), the Netherlands (32.1%) and Germany (30.7%). Romania (17.6%), Latvia (17.8%), Bulgaria and Estonia (both 18.1%) come in at the bottom of the scale.
