Italy pays too much to EU budget, says Monti

BERLIN - Italian Prime Minister Mario Monti said his country was the largest contributor to the EU budget in 2011. "I find this unjustified," he told reporters ahead of a meeting with Angela Merkel in Berlin. Monti also insists on a "transparent rebate system" for countries like the UK, but also Germany.
