Romania's president refuses to ratify loan deal

Romania's center-right president Traian Basescu said Monday he will not ratify a €4bn loan deal with the IMF and the EU, which the leftist government had negotiated. The government agreed, in return for the loan, to increase state wages and pensions, raise taxes and introduce a new fuel tax.
