The Scottish government has rejected the UK's plan to renegotiate the EU treaties. In an official paper published Wednesday, external affairs minister Fiona Hyslop said Brussels should reduce 'unnecessary red-tape' and 'competence creep' but dismissed claims that the treaties should be re-opened. Scotland holds a referendum on independence next month.
