No common ground on Kaliningrad

Russian and EU officials were left deadlocked after preliminary negotiations on the future of Kaliningrad, Russia's Baltic enclave, which will become isolated with an enlarged EU after neighbouring Lithuania and Poland join. EU delegation described Russian calls for special visa-free transit routes as "unacceptable".
