Jean-Claude Piris, the former director general of the EU Council's legal service, who helped pen the Maastricht, Amsterdam, Nice, Constitutional Treaty and Lisbon Treaties, referred to the Union's new fiscal compact as a "little piece of paper" and "a treaty outside a treaty" at a think-tank event in Brussels this week. Piris made the disparaging remarks at The Centre, while speaking alongside the Danish ambassador to Belgium, Poul Skytte Christoffersen and Charles Grant, the director of another policy shop, the European Centre for Reform.
