Services directive threatens to overshadow summit

Divisions over a proposed directive to liberalise the EU market in services threaten to overshadow a gathering of EU leaders in Brussels today (22 March).

France, supported by Germany, wants the European Commission to completely withdraw the proposal which it fears may eventually result in French citizens voting against the European Constitution in May.
