British statesman: referendum on EU is 'inevitable'

UK elder statesman David Owen has written in The Times it is "inevitable at some point between 2013 and 2016" that Britain will hold a referendum on EU membership. "Do we want to be part of a country called Europe? Or should the UK be a self-governing nation?" he asked.
