Ireland's Noonan named EU's top finance minister

Ireland's Michael Noonan has been named the EU's top finance minister by financial publication 'The Banker'. "Having inherited an economy in recession and a government reliant on an IMF and EU bailout, Michael Noonan has made extraordinary progress," the magazine stated. Ireland completed its bailout programme in December.
