'EU in business of carrots not sticks'

Swedish FM Carl Bildt in Brussels Monday said Ukraine would face EU "consequences" if it used more violence against protesters, but added sanctions are not on the cards for now. "We are primarily in the carrots business, not the sticks business, and that [EU incentives] work over time," he noted.
