Luxembourg: EU migrant quotas still 'voluntary'

Luxembourg foreign minister Asselborn said Tuesday the deal to relocate 120,000 more refugees in the EU is based on "voluntary" co-operation by member states. "The distribution key set by the Commission, those famous, so-called, quotas are no longer in the EU legal text", he said, referring to a redistribution calculus.
