One in 10 Germans voted due to 'Spitzenkandidaten'

Secretary general of European Parliament Klaus Welle told MEPs Thursday "up to 12 percent" of voters in Germany, Austria, and Luxembourg participated in the last EP elections because of the new Spitzenkandidaten system, which saw Germany's Martin Schulz pitted against Luxembourg's Jean-Claude Juncker. "Spitzenkandidaten" means "top candidates" in German.
