Pro-Russia referendum threatens Caucasus stability

The "president" of South Ossetia, a Russia-occupied part of Georgia, has told the Tass news agency that he plans to hold a referendum on joining Russia "before August." Russia and Georgia fought a brief war over South Ossetia in 2008. Referendum news comes amid fresh fighting between Armenia and Azerbaijan.
