Spain plans final talks to prevent December election

The Spanish king is to hold final talks on creating a new government on 24 and 25 October in order to avoid a third election in less than a year, the government said on Tuesday. A new coalition must be in place by 31 October according to the country's laws. Conservative caretaker prime minister Mariano Rajoy is the only likely candidate to take the helm, if the socialists agree.
