Human rights in Libya catastrophic, says Germany

The human rights situation in Libya is "catastrophic" and "terrible", the German government has said in private memos leaked journalists. The Welt am Sonntag reports that one note describes how people are tortured and killed in Libyan detention camps. German foreign ministry spokesman Martin Schaefer would not confirm the authenticity of the memos but broadly backed their assessment.
