Malta floats cash-for-refugees plan

European Union governments should get €60,000 for each asylum seeker they take in above their quota, according to a proposal by Malta reported by Reuters. The countries could choose to pay the same amount if they fall below their share, according to the plan from Malta, which holds the rotating EU presidency. It will be discussed by EU states' representatives in Brussels on Wednesday.
