Estonian presidency proposes scrapping migration quotas

EU countries would only have to take migrants from each other if the frontline state and the host country agree on it, according to a proposal by Estonia, which holds the EU's rotating presidency. The aim is to break the impasse on the EU's asylum reform, where east European member states strongly oppose taking people in based on quotas. Under the plan, countries could instead help with aid, personnel, funding.
