The EU has a much less busy week this week than it has seen probably for many months. But with unexpected revolutions, natural disaster 'apocalypses' (to use energy commissioner Guenther Oettinger's turn of phrase) and economic cataclysms in 2011 so far over-generously sprinkling the news cycle, it would be very unwise indeed for any EU watcher to hope for a pause, however light the legislative agenda.
