The US Secretary of State Colin Powell travels to Brussels next Tuesday, 18 November to participate for the first time in a Council of the 25 EU foreign ministers.
Their meeting will be based around an informal lunch during which Mr Powell will address European ministers on various EU-US related issues, amongst which, will be the European Security and Defence Plans (ESDP), a US official told the EUobserver.
