Northern Dimension to go South

EU enlargement will mean that the so-called Northern Dimension of EU neighbours will shrink to just comprising Norway, Iceland and Russia, and this will mean lessened EU interest it this creation originating with Finnish prime minister Paavo Lipponen in 1997. To remain in focus, the Northern Dimension will have to move South.
