Britain has revealed for the first time its plans for a future European constitution, showing clearly its negotiation position in the Convention on the future of Europe. The text, drafted by a Cambridge professor of European law, Alan Dashwood, agrees to leave justice and home affairs under Brussels control, but excludes any action in defence, economics and foreign policy that goes against the collective interest.
