While pressure before the French and Dutch referendums is looming, some countries are still debating how to ratify the treaty.
In Austria, the extreme-right party leader Jorg Haider said on Monday (9 May) he would legally challenge the decision by the center-right government to have a parliamentary vote on the EU Constitution.
He argued the new treaty would mean a "fundamental" change to the Austrian constitution and should therefore be approved by a popular vote.
