Since 1991, the number of national referenda and plebiscites has doubled worldwide, with Europe taking a clear lead - hosting almost two thirds of them.
Of the 517 documented national popular votes worldwide between 1991 and the end of 2004, by far the largest number (317) were in Europe. 85 were in the Americas, 54 in Africa, 31 in Asia and 30 in Oceania.
