The 10th of July vote in Luxembourg will be a vote on an already dead Constitution. It was killed in France and buried in the Netherlands. But the Prime Ministers decided at their summit on the 17th of June to continue the ratification process even though some Member States have already said that they will not ratify the proposed Constitution.
