Not all Eurozone countries should have a seat in the Governing Council of the European Central Bank when the Eurozone is enlarged. The proposal is made by the Govening Council itself. A body of 22 or more memebrs will be too unwieldy for efficient decision-making, according to Danish paper Politiken.
